Admitted as a solicitor in Northern Ireland 2000, became an associate in L'Estrange & Brett's corporate department in 2003 and became a Partner in April 2007
Education:
University of Dundee (LL.B, (Hons) 1998).

Stuart joined L'Estrange & Brett in 1998 as a trainee solicitor and was appointed partner in 2007. To date he has completed two secondments with the firm's North South Legal Alliance partner, McCann FitzGerald in Dublin and in London.

Stuart's main area of practice is in Construction & Projects and he has been involved in many of the major PPP/PFI projects signed in Northern Ireland to date. He recently advised the SIB and BELB on the Belfast school's project (Ireland's largest PPP project to date) and is currently the lead legal adviser to the Western Trust on both the South West Hospital and Omagh Hospital PPP Projects. Both projects are being delivered using the recently introduced Competitive Dialogue Procedure.

He has a particular interest in procurement law and has advised many high profile organisations including:

  • The Department of Health, Social Services and Public Safety
  • Belfast Education and Library Board (BELB)
  • Queen's University, Belfast
  • The Crown Estate
  • The Association of Northern Ireland Colleges
  • Invest Northern Ireland
  • The Strategic Investment Board (SIB)

  • The Northern Ireland Office
  • Northern Ireland Tourist Board.

Stuart is the co-author of the Northern Ireland chapter of a Practical Guide to PPP in Europe. The second edition of this publication has just been published and is available from www.cityandfinancial.com. He is a member of the Company and Commercial Lawyers Group.
