1. Belfast Education Library Board Strategic Partnership PPP Project: capital value up to £500m
Adrian Eakin led a team, including Ciara Seymour, Ian Huddleston and Stuart Cairns, in successfully tendering to advise the SIB and Belfast Education and Library Board on the UKs largest education PPP to date, a project to cover all 85 schools in the Boards estate in Belfast with a value up to £500m. The project has similarities with an English scheme Building Schools for the Future and is the first such scheme of its kind in Ireland. The project was successfully closed in March 2008 having attracted much interest with GB bidders.

2. Building Schools for the Future
Northgate plc instructed Adrian Eakin to advise it on its involvement on the first BSF pathfinder scheme in Bristol involving the delivery of a managed ICT service to schools being built and refurbished under the Private Finance Initiative. The BSF scheme is a £22billion investment in education in GB by the Government. The firm was chosen to advise on this high profile scheme due to its knowledge from its public sector role on the Northern Irish equivalent BSF scheme Belfast Schools, see para 1 above. The Bristol scheme signed in September 2006. The firm has subsequently been appointed to advise Northgate on its successful bids for similar schemes in Leicester and Kent, both of which are now complete.

3. East Down Lisburn PPP Project
A team led by Ciara Seymour recently advised the Northwin Consortium, comprising major local corporate Grahams, OHare McGovern and Farrans together with Bilfinger Berger on this bundled further education project. The deal closed in April 2008.

4. South West Hospital PPP Project
Stuart Cairns, Ciara Seymour and Adrian Eakin are advising the Western Trust on this first significant health project being delivered under the Investment Strategy for Northern Ireland. The Trust received three bid submissions and a preferred bidder was appointed in 2008. The appointment to advise is one of three major public sector mandates secured by LEstrange Brett in the health sector in Northern Ireland. The assignment also involves drafting the standard form PPP/PFI contract for Northern Irelands health sector.

5. Omagh Hospital PPP Project
Stuart Cairns, Ciara Seymour and Anna Gray are currently advising the Western Trust on its second major PPP health scheme. The project which was launched in 2007 is being delivered under the competitive dialogue procedure. Four strong bidders have been shortlisted.

6. Ulster Community and Hospitals Trust
The firm successfully tendered and was appointed to advise the Ulster Community and Hospitals Trust on its £230m PPP scheme to redevelop the Ulster Hospital in Dundonald. Led by Adrian Eakin and Stuart Cairns, the appointment is the third major advisory role to be won by the firm in the health PPP Sector.

7. Roads: DBFO II
Following a successful tender and interview process, the firm, led by Andrea McIlroy-Rose and Adrian Eakin, was appointed to advise a consortium comprising major local corporate, the Lagan Group, Amey and its parent Ferrovial on the second of two roads projects to be brought to the market in Northern Ireland. The consortium successfully won the competition and financial close was achieved in 2008.

8. Northwin: Current Bids
Current bids, involving Ciara Seymour and Adrian Eakin, include:

[a] Coleraine College - currently advising the Northwin Consortium on its bid for this significant PPP project; and
[b] Lagan College and Tor Bank School - currently advising the Northwin Consortium in connection with its bid for this bundled project. The project incorporates a new school for Tor Bank and the extension and refurbishment of Lagan College.

9. Classroom 2000
The firm advised the successful bidder Northgate/Sx3 in relation to this project for the provision over a five to seven year period of IT hardware and services at over 1200 schools in Northern Ireland controlled by five Education and Library Boards. The transaction was led by Adrian Eakin and Ciara Seymour and provided the platform for Northgates successful entry in to the BSF market.

10. Water Service: 2 PPPs clean/waste water
Ian Huddleston, Judith Corbett and Adrian Eakin led a team in successfully tendering, along with Dundas and Wilson, to advise the Water Service in Northern Ireland on the procurement of two major PPPs in the water and waste water sector.

11. Belfast Courts Refinancing
The firm was appointed as advisers to J.H. Turkington Sons Limited and Karl Construction Limited on the purchase of the former Jarvis plc shareholding in the Laganside Courts Complex, Belfast and the subsequent associated refinancing. Adrian Eakin led a team of lawyers in what was the first PFI project to be refinanced in Northern Ireland. In addition, the firm advised on the purchase by Consul Services FM Limited which is owned 50:50 by J.H. Turkington Sons Limited and Karl Construction Limited from Jarvis plc of the Facilities Management Agreement for the provision of certain services at the Laganside Courts Complex, Belfast as part of the Belfast Courts Project.

12. BMC
Adrian Eakin and Ed Kelly are advising the Patton Construction Group on the design and construction of new headquarters for Belfast Metropolitan College in Titanic Quarter currently being procured as a PPP.
